Description: The Presidential Wound Certificate and the Presidential Killed in Action Certificate was created by Woodrow Wilson and were awarded to those who were Wounded and of course KIA in WWI. The certificate was designed in 1919 and holders of these certificates were entitled to the Purple Heart when it came out in 1932. The female figure is not an angel but represents "Columbia", as in "Columbia, the Gem of the Ocean. She was very famous in American patriotism during the first half of the 20th Century, right up there with Uncle Sam but has now descended into obscurity. View pictures for details.
