Description: Vintage 3-Ring 1½" Black Pebbled BINDER Columbia NY U.S.A. Property of U.S. GOVT. This binder is 11½" by 9½" by 1¼" thick.It is in very good, clean condition. This was shipped, damaged slightly in transit, and returned. The corners on one side are slightly bent in the same direction. This is a slight bend that is subtle and difficult to photograph, but I think you can see it in photo #21. Also, there is a tiny tear in the paper liner (2nd last photo). And the paper liner is starting to pull away from the binder at the ring side edges (photos # 12 & 13). And someone took a red pen and filled-in the "O" in GOVT on one logo of the patterned liner paper. Any questions, please ask...
