At the time, Eliot was serving as the Chairman of the Committee of Freedmen's Affairs. The Bureau along with most of the policies of Reconstruction were deeply unpopular in the South and while well intended, it's apparent that the Bureau had limited efficacy. In this speech Eliot defends the Bureau's work and takes issue with common assertions about it. Quite uncommon; even institutional holdings are limited to about a dozen according to OCLC.
