Vogel Jr., 5601 Paris Avenue, New Orleans, receives a Department of the Army commendation from Colonel Richard L.Hunt, New Orleans District engineer, for his "outstanding performance" during the Corps' recent emergency operations to get the Inner Harbor Navigation Canal Lock back into service after the freighter Galaxy Faith knocked the structure out of commission. Rixie J. Hardy, center, chief of the district's lock operations section, assisted in the presentation to Vogel and eight other Corps employees. New Orleans Photo measures 10 x 8.25 inches.
