Each of the balloons is connected by a long steel cable with winches on the ground. Enemy planes are expected to run afoul of the cables. Should air raiders fly over the cordon of balloons, their bombing accuracy will be rendered ineffective. Although five of the balloons broke away during the demonstration, causing considerable damage with their trailing steel cables, experts pronounced the exercises a success.
